We do merit raises based on 360 performance reviews that happen bi-annually.  Typically, those merit raises and COLA are instituted in July when the budget is approved.

Ogden City gives merit increases for sworn police and fire employees on their anniversary dates, while general employees receive theirs in July as part of the new fiscal year budget.

Central Weber Sewer does ours annually effective April 1st.  It's between calendar year-end and the beginning of the new budget, so the timing is not as much of an administrative burden.

Provo City issues merit raises throughout the year on the employee's next review date, which is based on the completion of their original or promotional probationary period.

We do merit increases throughout the year on a person's eligibility date - which is the date they complete their probationary period.

We do ours on January 1st because of our budget cycle, but it's an administrative challenge.  Sworn personnel receive their increases on anniversary date.

We do ours on position date.  So an employee may have an original hire date, but a different position date if they have changed jobs within the county.
